The Essential Services Commission of SA (ESCOSA) has delivered a report advising that 5 councils including Onkaparinga have an financial performance that is potentially unsustainable. This advice was given as part of a mandatory four-year scheme as a compromise to rate-capping. I think most rate payers would have preferred the rate-capping option.
